MANDATORY AREA 2: COOPERATION, COORDINATION AND WORKING RELATIONSHIPS (Section 14)

Efforts to maximize cooperation, coordination and communication are evidenced throughout the State Plan; in particular Goal 6 stating the true strength of the SILCK is dependent upon its relationships with other public and private entities.   Coalition building has had remarkable success in addressing the needs of our Kansas citizens most in need of essential services.  The SILCK, Kansans with disabilities, SRS, and the statewide network of CILs have benefited from this demonstration of cooperation.  It has resulted in numerous resource and public policy successes for the state of Kansas and its citizens with disabilities.  In cooperation with other advocates, agencies, councils and elected officials, Kansas accomplishments over the past  three years include:

                                          1.      Additional resources for the Home and
                                                 Community Based Services waivers;

                 a. Physical Disabilities
                 b. Frail & Elderly
                 c. Developmentally Disabled
                 d. Head Injury
 

2.      Restorations to many Medicaid programs 

3.      Reorganization of Kansas Protection & Advocacy Services 

4.      Passage of Kansas Voting Rights bill and HAVA 

5.      Passage of Medicaid Buy-in Program 

6.      Passage of Individual Development Accounts bill 

7.      Passage of Housing Visitability bill 

8.      Money Follows the Person demonstration 

9.      $10 million dollar increase to the Title VII, Part C federal appropriation for the nationwide CIL network that resulted in a   $165,000 increase for Kansas CILs 

10.   State resources gained ($2.5M) to use as match for Alternative Finance Program to allow low interest loans for assistive technology and a Telework grant for a total award of over $11.0M. 

11.   Increased funding for Kansas Accessible Modification Program (KAMP) from $200,000 to $400,000 per year. 

12.    Legislative Task Force on Institutional bias and hospital closure 

13.   Increased funding ($2.5M) for state Vocational Rehabilitation Program 

As a result, the SILCK will continue its work with coalition building among Kansans with disabilities, advocates, elected officials, other agencies, SRS and the network of CILs to maximize cooperation, coordination, and working relationships throughout the course of this SPIL.
