MANDATORY AREA 3: OUTREACH (Section 10) 

The SILCK is committed to promoting the participation of minority individuals and groups in all aspects of independent living services and the independent living movement. The current and previous State Plan led to substantial progress in serving a broader range of culturally diverse communities in both urban and rural geographic areas of Kansas.  

n 1996 major center expansion to unserved and underserved populations occurred in southwest and central Kansas. As a result of SILCK advocating with the Kansas legislature to fund two new CILs at a minimum base of $200,000, KRS decided to use Social Security Reimbursement funds to address the unmet need in rural southwest and central Kansas. The expanded service area covers an additional twenty-five counties in southwest and three counties in central Kansas. Independent living services are now available in 94 out of 105 counties or 91% of the state however; service gaps still remain in this rural area. The ability to deliver comprehensive services is not possible with such limited funding.  

The SILCK will continue to actively pursue and promote the representation of individuals with disabilities from multicultural backgrounds to serve on the Council's board. Two new members were appointed by the Governor representing the Hispanic and African-American population. Most recent appointment to the Council is the project director from the Native American 121 project.  

As demonstrated in Goal 5 the SILCK will again disseminate information in a variety of accessible formats to inform Kansans about the availability of independent living services. Public Service Announcements (PSAs) will be personalized for each Center and distributed to their local markets. The SILCK has also produced an "Independent Living" brochure that includes information about all 13 CILs and how to access services from each. This product has been reprinted twice for a total of 10,000 copies that have been widely disseminated. These brochures will be made available to those population not proficient in the English language as well as in electronic format including maintaining and updating the SILCK Bobby approved web site.  

For the past several years the SILCK has co- sponsored the Independent Living Summit of CILs. This three-day event specifically addressed strategies for CILs to provide effective inclusion of multicultural populations. The SILCK will continue to assess this need based on input from each CIL through communication and input from 704 reports under technical assistance and training needs. 

Centers have collaborated with consumers, parent groups and public and private agencies to provide services to unserved and underserved populations and multicultural groups.
