EVALUATION PLAN (Section 15)

The SILCK and the department of Community Supports and Services (CSS), within the department of Social and Rehabilitation Services (SRS) are responsible for monitoring, reviewing, and evaluating the implementation of the SPIL. The SILCK will use several evaluation components to ensure compliance with requirements of Section 15. They include:  

  1. Submit an Annual 704 Report to RSA in conjunction with CSS. SILCK will prepare information for Part I of the report and submit it to CSS. CSS will include the information in the full report that they submit to RSA not more than 120 days after the end of the federal fiscal year (January 30).
  2. Full Council review of the progress on the SPIL. The SILCK will review the progress on the SPIL at least once every year at the September (Fall) full Council meeting. In addition, the SILCK will utilize the attached chart to monitor the completion of the objectives outlined in the SPIL.
  3. Annual review of audited financial statement. The SILCK executive and finance committee will review the audited financial statements by the end of the first quarter. They will report the results at the spring full Council meeting.
  4. Peer support at site reviews of federal and state funded CILs. The SILCK will provide financial support to any CIL that requests a peer reviewer, whether in or out of state to participate in the site review process. However it is important t o distinguish the SILCKs role in this process. The SILCK does not monitor the CILs, it monitors the implementation of the SPIL. Therefore, the SILCK will use the information gained from a site review to promote model practices and identify potential technical assistance or training needs.
