To develop strategies to promote an advocacy agenda which will advance the independent living philosophy and systems change.
This goal recognizes that systems advocacy is mandated as both a core service for CILs and is stated within the purpose of Chapter I, Title VII of the ACT, as amended. Systems advocacy must be carried out regardless of the Federal, State, or other source of funds supporting it.
No Part B funds will be utilized for the general operation of CILs or of public or nonprofit agencies and organizations other that the administration and operation of the SILCK.
The SILCK will use between $52,000 and $104,000 of Part B funds to seek Request For Proposals for priority advocacy issues important to people with disabilities. Priority advocacy issues will be determined by a wide variety of person with disabilities from across the state.
Any CIL, agency or organization that is awarded advocacy funds will identify goals and a resource plan that will include but not limited to, the use of personnel, training, volunteer recruitment, etc. and will be responsible to report on progress quarterly.
