Support and strengthen the administration of the Statewide Independent Living Council of Kansas (SILCK)
in order to increase the ability to advocate for the civil and human rights of people with disabilities at the state and federal level in the areas of home and community based services, housing, transportation, implementation of Ticket to Work and Work Incentives Improvement Act (TWWIIA) and any other disability related legislation.
Timeline
2005-2007
The Statewide Independent Living Council of Kansas in
accordance with the Rehabilitation Act, as amended, Title VII, Sec. 705, is a
governor appointed, consumer controlled Council comprised of statewide and cross
disability representation. The
SILCK is an autonomous, 501-c-3, not for profit entity completely dedicated to
fulfilling the purpose of Chapter 1 of Title VII of the Act.
The responsibilities of the SILCK will include:
- In
collaboration with consumers with disabilities, SRS and KRS develop,
execute, monitor and evaluate the State Plan for Independent Living (SPIL);
- Coordinate
various forms of public input regarding the SPIL or other issues significant
to individuals with disabilities;
- Coordinate
general SILCK activities and statewide systems advocacy efforts with people
with disabilities statewide;
- Develop
a comprehensive advocacy agenda with other disability groups and
organizations to enforce disability rights, address barriers to individuals
with disabilities, and secure additional resources for CILs to help them
carry out their mission;
- And
any such duties as deemed appropriate by the Council.
ACTION STEPS
·
The SILCK will finalize a grant /
contract with KRS to fund administration and operation of SILCK as mandated by
Title I of the Rehabilitation Act.
- Advocate
with legislative budget committee, Governors office and state agencies to
recognize that HCBS is a better way to provide long term care services
rather than institutional care.
Advocate with legislative interim committee to determine the
feasibility of bringing HCBS caseload figures into caseload estimating
process. This would mean that
HCBS would be treated as an entitlement and eliminate the need for waiting
lists.
- Increase
participation in the workforce by people with disabilities. Continue advocacy and education efforts to implement a
Medicaid Buy-in program and remove other disincentives related to work
issues through collaboration and coordination with the Kansas Department of
Rehabilitation Services (KRS), SRS, the state Department of Commerce, Department
of Education/School to Work, and state Department of Health
and Environment. The Working
Healthy program in its current form does not support access to cross
disability populations due to the lack of personal assistance services.
- Educate the
legislature at the state and federal level and the general public
regarding the merits of home and community based services while removing the
institutional bias in funding through collaboration and coordination with
the state Medicaid agency (SRS) and the state Department on Aging (KDOA)
- Educate the
state and federal legislature on the need to change policies and programs to
enable Kansans with disabilities to obtain integrated, accessible and
affordable housing that is free from discrimination. Join
with other disability groups and organizations to ensure the housing system
in Kansas is equally available, fully accessible and reflective of the
complete array of civil, human, and fair housing rights for all people, of
any age, with any nature or severity of disability.
All housing, housing programs, services and products are for ALL
people and it is affordable, accessible, integrated, of ones choice and
fully reflective of all fair housing civil rights provisions.
- Advocate
to make integrated, accessible transportation available for all throughout
the state and free from discrimination.
Join with other
disability groups and organizations.
- Maintain
positive and reputable working relationship with Governors office,
legislature and state officials
- Maintain
three full time staff. Evaluate
and provide support to SILCK staff, independent office space and overhead
costs
- Support
Council meetings and reasonable accommodations for Council members
