Mandatory Area 1: Scope and Arrangement for IL Services (Section 11)

DUPLICATION OF RECORDS (CSRs) and INDEPENDENT LIVING PLANS

The thirteen Kansas centers have received information and have implemented the following procedures:  

Determine the applicants eligibility or ineligibility for IL services, and document in CSR.

Maintain consumer service records (CSR) for each consumer, other than a casual consumer.  

Independent living services will be provided to individuals with significant disabilities in accordance with an IL plan (ILP) mutually agreed upon by an appropriate staff member of the service provider and the individual, unless the individual signs a waiver stating that such a plan is unnecessary.  

Centers receiving financial assistance under Title VII, Part C, Chapter 1 and Title I, must inform consumers that they serve about availability of the Client Assistance Program (CAP) under section 112 of the Act. Consumers will be advised about CAP services and how to contact the agency.  

In addition to the independent living core services of information and referral, independent living skills training, peer counseling (including cross-disability, peer counseling), and individual and systems advocacy, the State of Kansas provides the following independent living services to individuals with significant disabilities. These services should be considered as other services as may be necessary and not inconsistent with the provisions of the Act. The list is not all inclusive.

Advocacy/legal services  Individual and legal assistance and/or representation in accessing benefits, services or programs to which a consumer may be entitled. This may include any aspect of direct advocacy provided by a staff member of a center on behalf of a consumer.

Architectural barrier services  Advice, information or assistance regarding removal of architectural barriers from any publicly or privately owned residence or other building or constructed facility, whether already built or in the planning stage, including preparation of detailed plans.

Assistive devices/equipment  Provision of specialized devices and equipment such as TTYs, wheelchairs and lifts, or provision of assistance to obtain these devices and equipment from other sources.

Communication services Services directed to enable individuals with disabilities to better communicate such as: interpreter services, Braille transcription and reading services.

De-institutionalization  Information, advice and assistance to enable people of all ages who reside in nursing facilities to transition to community integrated living. Includes assistance with securing housing, temporary rent payments, furniture and clothing, special equipment, personal assistance services and the ongoing supports necessary to sustain each individual in the community after the initial transition has been accomplished.

Family services  Services not specified elsewhere in this list, provided to the family members or individuals with disabilities when necessary for improving the individuals ability to live and function more independently, or his or her ability to engage or continue employment.

Housing or shelter services  Information, advise, and assistance related to securing and/or retaining housing or shelter, including existing accessible housing. Includes assistance with reviewing and evaluating newspaper ads, advice on communication with landlords, provision of lists available accessible housing and housing support application information and assistance.

Personal assistance services  Training consumers to hire, train, supervise/manage their own attendants.

Youth services  Services not specified elsewhere in this list, provided to youth with disabilities (ages 6 to 17 or students in transition ages 15 to 22). May include services provided as part of a formal school to work transition program.

Vocational services  Training in job seeking skills such as interviewing and resume writing, and/or provision of integrated job placement services.

Voter registration  Assistance provided to register individuals to vote.
